Do I need to do the basic refresher courses., even though I have completed the corresponding advanced STCW courses as I feel downgraded as I have been sailing for so long as a Master / Chief Engr and I feel that I don’t need to do basic refresher courses

You need to do the basic refresher courses every 5 years., as this is required by STCW provisions as these basic competencies listed in STCW code are only those competencies which cannot be normally done on ship (such as safely jumping into water from a specified height., uprighting the inverted liferaft., swim while in water with life-jacket, enter enclosed space with fire and heavy smoke etc.), hence this need to be done in ashore in MTI to complete and attain the necessary STCW mandated competencies.
